The objective of this environmental scan is to summarize the peer-reviewed and grey literature on oversight of residential care for mental health and substance use care in the United States, excluding inpatient hospital care. The scan provides a framework for defining residential treatment services, summarizes who is treated in residential care, and outlines current policy issues relevant to regulation and oversight of residential treatment for behavioral health conditions (e.g., placement criteria, provision of evidence-based care, quality issues).
