This issue brief summarizes findings from eight in-depth case studies done for the “Helping Vulnerable Populations Access Public Benefits through Web-based Tools and Outreach” project. The brief provides a framework for thinking about the design and operation of web-based benefits access tools by summarizing the characteristics of the selected initiatives and addressing their advantages, design considerations, implementation issues, and funding sources.
